Delegation of powers to District Officers
(1)
Any authority may, subject to such conditions or restrictions as he thinks fit, delegate to the District Officer such of the powers, functions and duties by this Act vested in him as he thinks necessary for the efficient discharge of his functions in any district and any power so delegated shall, with the consent of the Minister, be exercisable by the District Officer in the name and on behalf of the authority concerned:Provided that the District Officer shall report every action taken and decision made by him under such delegated powers to the authority concerned within such time or periodically as the authority may direct.
(2)
The authority may exercise any powers or perform any functions and duties conferred on him notwithstanding the delegation of his powers, functions or duties under this section.[85
