15. Provisional licences

The Minister may by regulations provide for the issue of provisional licences to such persons and on such terms as may be prescribed.

“Minister” means —(a)except as provided in paragraph (b), the Minister for Health; and(b)for the purpose of performing any function under this Act (whether by the making of any regulations or order or otherwise) where the function is performed exclusively in relation to veterinary medicinal products and animals, the Minister for National Development;

Section 12 does not have effect in relation to applications for provisional licences.
