Section 161

No open boat in tow of a pilgrim ship shall be allowed to carry pilgrims while so towed, except in case of accidents.

If this section is not complied with, the master of the ship shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000 and $20 for every pilgrim so carried.[178
