Section 162

No pilgrim ship shall carry as cargo or ballast any gunpowder, dynamite, petroleum or other explosive or inflammable substance, nor any other cargo likely from its quality, quantity or mode of stowage to injure the health or endanger the safety of the pilgrims.

If this section is not complied with, the master of the ship shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $6,000, and the ship may be detained.[179
