Report to Director of accidents to steamships
(1)
When a steamship has sustained or caused any accident occasioning loss of life or any serious injury to any person, or has received any material damage affecting her seaworthiness or her efficiency either in her hull or in any part of her machinery, the owner or master shall, within 24 hours after the happening of the accident or damage, or as soon thereafter as possible, transmit to the Director by letter signed by the owner or master a report of the accident or damage and of the probable occasion thereof, stating the name of the ship, her official number, if any, the port to which she belongs, and the place where she is.
(2)
Any owner or master of a steamship who fails without reasonable cause to comply with this section shall be guilty of an offence and shall be liable on conviction for each offence to a fine not exceeding $1,000.
(3)
This section shall apply to —
all ships registered in Singapore;
all ships holding a passenger certificate issued in Singapore; and
all ships within Singapore if such accident has occurred or such material damage has been sustained within Singapore, or since leaving the last port and before reaching Singapore.[230** Section 229 in the 1970 Edition was repealed by Act 38/84.
