Regulation 21

If cattle are carried on the weather deck no portion of the deck abreast of the place where the cattle are carried shall be reckoned as air or promenade space for passengers unless it is separated from such place by a wooden partition or otherwise to the satisfaction of the Port Master or a surveyor of ships.
