Regulation 21

Where 2 or more appeal proceedings are pending in relation to any appealable decision in respect of the same appellant, the Minister may, on the request of a party or on the Minister’s own initiative, direct that those appeal proceedings be consolidated and dealt with together.

All the parties to the relevant appeal proceedings are entitled to make their submissions on a proposed consolidation before a direction under paragraph (1) is made.
