Regulation 24

If, at the time appointed for any hearing of persons at an appeal, any party to the appeal proceedings does not appear, the Minister may, if satisfied that the party has been duly notified of the hearing, proceed with the hearing and make any decision that the Minister thinks fit for the purposes of the Act.
