Certain employment to be illegal
(1)
A person must not, for the purpose of promoting or procuring the election of any candidate at any election, be engaged or employed for payment or promise of payment for any purpose or in any capacity whatever, except for the following purposes or in the following capacities:
not more than 20 election agents;
the number of polling agents of each candidate that may be admitted to each polling station under section 22(6);
a reasonable number of clerks and messengers having regard to the area of the electoral division and the number of electors on the register of electors for the electoral division.
(2)
Subject to such exception as may be allowed pursuant to this Act, if any person is engaged or employed in contravention of this section, either before, during or after an election, the person engaging or employing him or her shall be guilty of an illegal practice.
