39. Restriction on transfer of public licence

No public licence shall be transferable to any other person without the prior consent in writing of the Board to the transfer to that person.

“public licence” means a licence granted under section 38 and “public licensee” shall be construed accordingly;

Any purported transfer of any public licence shall for all purposes be void and of no effect.
