Regulation 4
Saving and transition provision relating to revocation of rule 16 of Road Traffic Rules
Subregulation 1
Where before 1st November 2010 the Deputy Commissioner of Police has, by the grant of a permit allowed, pursuant to the revoked rule 16(2) of the Road Traffic Rules (R 20) —
any vehicle the overall width of which exceeds 2.6 metres to be used on a road on or after that date; or
any load or covering placed over a load on any vehicle that is to be used on a road on or after that date to exceed the requirements specified in the revoked rule 15 of those Rules,such permit shall, as from that date, continue to be valid until the time of its expiration or until it is sooner cancelled by the Deputy Commissioner of Police, and the revoked rule 16 of the Road Traffic Rules shall, until the expiration or cancellation of the permit, continue to apply to the holder of the permit and any person using the vehicle in respect of which the permit was granted, as if the Road Traffic (Amendment) Rules 2010 (G.N. No. S 635/2010) had not been enacted.
Subregulation 2
If during the time when a permit referred to in paragraph (1) remains valid on or after 1st November 2010 the holder of the permit or any person using the vehicle in respect of which the permit has been granted commits an offence under paragraph (3) of the revoked rule 16 of the Road Traffic Rules, the Deputy Commissioner of Police may —
commence and conduct an investigation into the commission of the offence;
compound the offence in accordance with section 135 of the Road Traffic Act; or
initiate the prosecution of that offence,as if the Road Traffic (Amendment) Rules 2010 had not been enacted.
