Obstruction by vehicles
Subregulation 1
Where(a)a vehicle breaks down, or is parked or permitted to stand on a road, in such a position or condition or in such circumstances —
as to cause obstruction to other persons using the road; or
as to be likely to cause danger to such persons;
a vehicle is parked or permitted to stand on a road in contravention of any of these Regulations; or
it appears to a police officer or an authorised person that a vehicle has been abandoned,the Corporation may detain the vehicle or arrange for it to be removed to a place of safety and detained there until released by order of the Corporation.
Subregulation 2
Any person removing a vehicle under these Regulations may do so by towing or driving the vehicle or in such other manner as he thinks fit and any person detaining a vehicle under these Regulations may do so by using a detention device.
Subregulation 3
No person shall, without the authority of the Corporation, remove or attempt to remove —
any vehicle from any place at which it is being detained under this regulation; or
any detention device used to detain a vehicle under this regulation.
Subregulation 4
In this regulation, “detention device” means any device or appliance approved by the Corporation designed or adapted to be fixed to any part of a vehicle for the purpose of preventing the vehicle from being driven or otherwise put in motion.
