General definitions
In this Order —“airgun” means a gun that —
can propel, or is designed to propel, a projectile by means of any gas or mixture of gases, including air but not including a gas or mixture of gases generated by an explosive; and
is operated or designed for operation by means of a trigger or similar device;“airgun shooting arena” means a space within a shooting range that is demarcated by signs and boundaries as the area in which the use of airguns is permitted, and includes a shooting gallery;“airgun shooting range operator” means a person who carries on the business of providing a shooting range with an airgun shooting arena (but not a paintball range) for the use by members of the public in any shooting activity using any airgun, and not any other gun, in the airgun shooting arena;“approved airgun shooting range” means a shooting range with an airgun shooting arena that is the subject of a current venue approval granted under the Guns, Explosives and Weapons Control (Shooting and Paintball Ranges) Regulations 2025 (G.N. No. S 360/2025);“approved paintball range” means a paintball range that is the subject of a current venue approval granted under the Guns, Explosives and Weapons Control (Shooting and Paintball Ranges) Regulations 2025;“defined weapon” means —
an axe, including a tomahawk, a “Ge”, a parashu or an “Ono”;
a machete or parang;
a scythe, or sickle‑shaped article designed as a weapon, that has a fixed or folding blade and may or may not have a chain attached; or
a knife or other like sharp pointed stabbing instrument, except any of the following:
a bayonet, which is a thrusting, striking or cutting weapon designed to be attached to or at the muzzle of a gun;
a spear or spearhead;
a sword, which is a thrusting, striking or cutting weapon with a long blade having one or 2 cutting edges and a hilt (including any bolo, kukri or hooked sword) but not a machete or a parang;
a throwing knife;
a kris, karambit, kirpan or dirk;“defined weapon‑based recreational activity” means to thrust or throw at things (but not people) a defined weapon in a competitive match, training or target practice;“defined weapon‑based sports and recreational centre” means any place that —
provides grounds for the use by customers to engage in defined weapon‑based recreational activity within that place, and without any other activity involving any gun or any other weapons; and
provides any defined weapon to customers for hire to engage in that defined weapon‑based recreational activity;“entertainment ban” has the meaning given by paragraph 3(1);“gambling” has the meaning given by section 4 of the Gambling Control Act 2022;“gun” has the meaning given by section 3 of the Guns, Explosives and Weapons Control Act 2021;“paintball” means a projectile that primarily consists of a dye, paint or similar substance designed to mark an individual or an object;“paintball marker” means a gun designed to discharge a paintball;“paintball range” means a shooting range for the use by participants in an organised shooting activity involving the use of paintballs and paintball markers and not any other gun;“paintball range operator” means a person who carries on a business of providing or arranging for the provision of grounds for the use by participants in an organised shooting activity involving the use of paintball markers and not any other gun;“range operator licence” means a licence granted under Part 4 of the Guns, Explosives and Weapons Control Act 2021 that authorises the holder of the licence —
to carry on business as an airgun shooting range operator at an approved shooting range; or
to carry on business as a paintball range operator at an approved paintball range;“shooting activity” means —
to use a paintball marker to discharge paintballs at things or people;
to use a low‑powered airgun to shoot only non‑metallic projectiles at things or people; or
to use an airgun to shoot at things (but not people) in any of the following circumstances:
a competitive shooting match, shooting training or target practice;
airguns safety training;“signage requirement” has the meaning given by paragraph 3(2);“spear” means a thrusting, throwing, striking or cutting weapon to be propelled by human power without the use of any device, and includes a halberd, glaive and a martial arts weapon called “Guandao” or “Yanyuedao”;“use”, in relation to an airgun or a paintball marker, means —
to fire the airgun or paintball marker; or
to hold the airgun or paintball marker so as to cause a reasonable belief that it will be fired, whether or not it is capable of being fired.
