Where a countervailing or anti-dumping duty investigation has been initiated, the Minister must provide the full written text of the non-confidential version of the petition to the known exporters and to the interested foreign government as soon as practicable and must make it available, upon request, to other interested parties.

Where the number of exporters involved is particularly high, the full written text of the non-confidential version of the petition may be provided only to the authorities of the exporting country or to the relevant trade association.
