Regulation 25

Where 2 or more appeal proceedings are pending in relation to the same decision of the Authority, or involve the same or similar issues, the Minister may at any time, on the request of a party or of the Minister’s own initiative, direct that the proceedings or any particular issue or matter raised in the proceedings be consolidated and heard or determined together.

All the parties to the relevant proceedings are entitled to make their submissions on the proposed consolidation before a direction under paragraph (1) is made.
