Regulation 18

Further duties of operator of go-karts

Subregulation 1

The operator of go-karts shall ensure that —

(a)

there is installed in each go-kart a speed limiting device for the purpose of preventing the operating speed of the go-kart from exceeding the relevant speed limit as specified in paragraph (2); and

(b)

no person shall be allowed to drive any go-kart the speed of which may exceed the relevant speed limit specified in paragraph (2) in respect of that person.

For the purposes of paragraph (1), the relevant speed limit shall be —

(a)

in the case of a child below 9 years of age who is not accompanied by another person who is at least 18 years of age, 4 kilometres per hour;

(b)

in the case of a person who holds a valid Class 2, 2A, 2B, 3, 3A, 3C or 3CA driving licence issued under the Road Traffic (Motor Vehicles, Driving Licences) Rules (Cap. 276, R 27) or a foreign driving licence of an equivalent class, 50 kilometres per hour; and

(c)

in any other case, 30 kilometres per hour.

Subregulation 3

The speed limiting device shall be installed in such a manner as to prevent the device from being adjusted or tampered with by any person who is not authorised by the operator of the go-karts to do so.

Subregulation 4

The operator of the go-karts shall ensure that a remote emergency stop system is installed and is under the sole control of a person authorised by the operator of the go-karts.

The operator of go-karts must ensure that —

(a)

on or after 15 June 2021, a restraint device is installed for each seat in each vehicle used in the go‑karts and the restraint device for each patron is properly fastened or secured before the vehicle is driven;

(b)

on or after 15 June 2021, a rollover protection device is installed on each vehicle used in the go‑karts;

(c)

each vehicle used in the go‑karts is not driven unless —

(i)

each patron wears a full‑face protective helmet securely on the patron’s head;

(ii)

any loose clothing worn or accessory carried by a patron is stored securely; and

(iii)

where the length of a patron’s hair (whether tied or untied) is below the patron’s shoulders — the patron’s hair is covered with a hair net; and

(d)

only the vehicles specified in the operating permit for the go‑karts are operated as part of the amusement ride.

In this regulation —

Definition

“full-face protective helmet” means a protective helmet that —

(a)

conforms to the requirements of the Singapore Standard SS 9 : 2014 “Specification for protective helmets for motor cyclists” established and published by the Standards, Productivity and Innovation Board (G.N. No. 2523/2014) and continued by section 66(1) of the Enterprise Singapore Board Act 2018 (Act 10 of 2018); and (b)bears the Certification Mark, or Batch Inspected label, by TUV SUD PSB Pte. Ltd. (UEN 199002667R), unless the certification mark or label is worn out through wear and tear;

Definition

“remote emergency stop system” means a remote control system that enables a person authorised by the operator of the go-karts to remotely stop the go-karts in the event of an emergency;

“restraint device” means any restraint system relating to a vehicle used in go‑karts —

(a)

specified in the applicable standard or code for the go‑karts; or

(b)

that is recommended or specified by the manufacturer of the go‑karts and approved by the Commissioner;

Definition

“rollover protection device” means a feature installed on a vehicle used in go‑karts that —

(a)

in the event that the vehicle rolls over —

(i)

protects every patron in the vehicle; and (ii)is able to support the weight of the vehicle and all patrons in the vehicle; and

(b)

is made of the material, or combination of materials, and with the dimensions that are —

(i)

specified in the applicable standard or code; or (ii)recommended or specified by the manufacturer;

Definition

“speed limiting device” means a device that is installed in a go-kart to limit the speed of the go-kart, and includes throttle stops, pedal stops, governors, gearing and throttle linkage adjustors.
