Regulation 3
Application to aircraft on certain flights only
Subregulation 1
This Order applies only with respect to an aircraft that arrives in Singapore, on or after 1 July 2025, from a place outside Singapore on a flight —
that is either —
a non‑scheduled flight; or (ii)a non‑commercial flight; (b)that arrives at an airport in Singapore in one of the following circumstances: (i)because it has become impossible or inadvisable to land at the aerodrome or heliport of intended landing for that flight; (ii)the airport is the aerodrome or heliport of intended landing for that flight; and
that subsequently leaves Singapore as soon as is practicable or as planned after so arriving.
Subregulation 2
For the purposes of this paragraph —

“freight air service” means an air service for the carriage of wholly or mainly mail or cargo;

“non‑commercial flight” means a flight of an aircraft that is neither a scheduled flight nor a non‑scheduled flight, and in which —
the aircraft —
is operated by an individual recreationally; and (ii)is flown by the individual, or one or more pilots employed by the individual to fly the aircraft; or
the aircraft —
is used by a person in aid of the conduct of the person’s business, being a business other than conducting a passenger air service, a freight air service or any aerial work operation; and
is flown by the person, or one or more pilots employed by the person to fly the aircraft;

“non‑scheduled flight” means a flight on a non‑scheduled journey in respect of which a permit is required by the Air Navigation (Licensing of Air Services) Regulations (Rg 2);
Definition
“passenger air service” means an air service for the carriage of one or more passengers for reward and excludes a freight air service;
Definition
“scheduled flight” means a flight on a scheduled journey within the meaning given by regulation 2 of the Air Navigation (Licensing of Air Services) Regulations.
