Powers of arrest
(1)
The Director‑General or any authorised officer, police officer or officer of customs may arrest without warrant any person committing or attempting to commit or whom he or she reasonably suspects of being engaged in committing or attempting to commit any offence under this Act or the rules, if —
the person refuses to provide his or her name and address or provides an address out of Singapore; or
there are reasonable grounds for believing that the person has provided a false name or address or that the person is likely to abscond.

The Director‑General or any authorised officer, police officer or officer of customs making an arrest without warrant must, subject to subsection (3), without unnecessary delay bring the person arrested before a Magistrate’s Court.
(3)
A person who has been arrested by the Director‑General or any authorised officer, police officer or officer of customs is not to be released, except on his or her own bond or on bail or on the special written order of the Magistrate or the Director‑General.
