Power to prevent aircraft flying

If it appears to the Minister or the Chief Executive that any aircraft is intended or likely to be flown in contravention of any of the provisions of these Regulations, the Minister or the Chief Executive, as the case may be, may —
(a)
direct the operator of the aircraft not to permit the aircraft to make, or the commander of the aircraft not to make, the particular flight; and
(b)
take such steps as are necessary to detain the aircraft.
