13. Commissioner to administer Act and may delegate authority

The Commissioner is responsible for the administration of this Act.

“Commissioner” means the Commissioner of Civil Defence appointed under section 6 of the Civil Defence Act 1986;

Without affecting subsection (1), the powers conferred and the duties imposed on the Commissioner under this Act or the regulations may generally or specifically be exercised and carried out by any person generally or specifically authorised by name or office by the Commissioner.
