Permitted uses of shelter
(1)
The owner or occupier of any part of a building which consists of a shelter may, at any time other than the period when an order made under section 1(3) is in operation, use such part of the building for such purposes as may be —
prescribed by the regulations;
approved by the Commissioner in writing; or
allowed under any other written law.
(2)
A person must not change the use of any part of any building which consists of a shelter without the prior written approval of the Commissioner.
(3)
Any person who fails to comply with this section shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 and, in the case of a continuing offence, to a further fine not exceeding $500 for every day or part of a day during which the offence continues after conviction.
