Section 74

Security for good behaviour from suspected persons and vagrants, etc., and from persons disseminating seditious matter

(1)

Whenever it appears to a Magistrate’s Court receiving information that —

(a)

any person is taking precautions to conceal his presence within Singapore and that there is reason to believe that that person is taking those precautions with a view to committing an offence;

(b)

there is within Singapore a person who has no ostensible means of subsistence or who cannot give a satisfactory account of himself; or

(c)

there is within Singapore any person who either orally or in writing disseminates or attempts to disseminate or in any way abets the dissemination of —

(i)

any seditious matter, that is to say, any matter the publication of which is punishable under the Sedition Act [Cap. 290]; or (ii)any matter concerning a Judge which amounts to criminal intimidation or defamation under the Penal Code [Cap. 224], the Court may, in the manner hereinafter provided, require that person to show cause why he should not be ordered to execute a bond with sureties for his good behaviour for such period not exceeding 6 months as the Court thinks fit to fix and in the event of his failing to do so may order him to execute such a bond. (2)

No proceedings shall be taken under subsection (1)(c) against the editor, proprietor, printer or publisher of any book registered under any law relating to the registration of books, except by the order or under the authority of the Minister. [73
