Clause 19
In the BAT Act, in section 6, replace subsection (3) with —“(3) Despite subsection (2)(a), the Chief Executive may, after consulting the Director‑General, grant an approval to possess a First Schedule biological agent to the operator of an uncertified facility if the Chief Executive is satisfied that any activity involving the use of the First Schedule biological agent will be carried out at the facility in a safe and proper manner.”.
