Regulation 83
Ordinary, cast-iron is considered unsatisfactory for side scuttles and similar fittings, and shall not be accepted for such fittings attached to the shell plating below the margin line, where failure of the castings might impair the watertightness of the hull and thus affect the safety of the ship.
