Designation of persons to hear appeals

The Minister may designate to hear and determine, in the Minister’s place, any appeals or a specific appeal under section 22, 29 or 39(7) —
(a)
any Minister of State or Senior Minister of State, or Parliamentary Secretary or Senior Parliamentary Secretary, for his or her Ministry; or
(b)
any public officer in his or her Ministry not subordinate to the competent authority whose decision is appealed against,and any reference in that section to the Minister includes a reference to the Minister of State or Senior Minister of State, Parliamentary Secretary or Senior Parliamentary Secretary or public officer so designated for that appeal.
