For the purposes of section 12, there is established an Appeal Tribunal, which consists of a Chairperson, who must be an individual qualified to be appointed as a Supreme Court Judge and 2 other individuals, all of whom are to be appointed by the Minister for a term of at least one year and not more than 3 years.

The Appeal Tribunal may make rules governing the fees payable to the Board and the procedure to be followed on appeals under section 12.
