4. Requirement for aerodrome certificate or heliport certificate

A person must not operate an aerodrome in Singapore for the take‑off and landing of aircraft engaged in flights for the purpose of commercial air transport or instruction in flying unless the person is the holder of the following applicable aviation safety instrument that is in force:

for a heliport — a heliport certificate;

for any other aerodrome — an aerodrome certificate.
