Where the credit balance in the deposit account of a patron who is a premium player of a casino falls below the minimum balance, the patron remains a premium player of that casino if —
the period during which the credit balance in that account is less than the minimum balance does not exceed the period mentioned in regulation 3A; and
during that period, one or more deposits in accordance with regulation 3 are made to that account which results in the minimum balance being met in that account.
A patron of a casino who qualified as a premium player of that casino when the patron was neither a citizen nor permanent resident of Singapore ceases to be a premium player when the patron becomes a citizen or permanent resident of Singapore, unless the patron remains a premium player under paragraph (4).
If, upon becoming a citizen or permanent resident of Singapore, the patron makes a deposit to the patron’s deposit account in accordance with regulation 3 which results in the minimum balance being met in that account, the patron remains a premium player of the casino for 12 months starting on the date the patron makes the deposit.

Nothing in this regulation prevents a patron who is a premium player of a casino from applying to close the patron’s deposit account with the casino operator.Illustration 1Patron A makes a deposit of $100,000 to Patron A’s deposit account with a casino operator on 2 January 2027. Patron A qualifies as a premium player of the casino operator’s casino on 2 January 2027. Patron A draws down $100,000 from that account on 4 January 2027 to participate in casino gambling at the casino operator’s casino. On 4 January 2027, the credit balance in that account is recorded as $0. Patron A continues to retain Patron A’s qualification as a premium player, which will cease on 1 January 2028 or when that account is closed, whichever is earlier.Illustration 2Patron B makes a deposit of $100,000 to Patron B’s deposit account with a casino operator on 2 January 2027. Patron B qualifies as a premium player of the casino operator’s casino on 2 January 2027. On 4 January 2027, the credit balance in that account is recorded as $80,000. Patron B makes a further deposit of $30,000 to that account on 6 January 2027, which results in a credit balance of $110,000 in that account. Patron B re‑qualifies as a premium player on 6 January 2027. Patron B’s qualification as a premium player will cease on 5 January 2028 or when that account is closed, whichever is earlier.Illustration 3Patron B does not carry out further transactions in respect of Patron B’s deposit account after 6 January 2027. The credit balance in that account remains at $110,000 on 5 January 2028. Patron B does not close that account on 6 January 2028. As of 6 January 2028, the credit balance in that account is $110,000. Patron B remains a premium player on 6 January 2028 without having to make a further deposit of $100,000.Note: Patron B in Illustration 3 is the same Patron B in Illustration 2.Disqualification of patron as premium player4.—
A patron (X) who is a premium player of a casino (whether X qualified as a premium player before, on or after 21 September 2026) is disqualified as a premium player of that casino if X uses a round‑tripping arrangement described in paragraph (2) with another patron (Y) to make a deposit of at least $10,000 to X’s deposit account with the casino operator of that casino.
The round‑tripping arrangement mentioned in paragraph (1) is as follows:
the credit balance in X’s deposit account —
immediately before X made the deposit of at least $10,000, was less than the minimum balance; and
immediately after X made that deposit, meets the minimum balance;
before X made that deposit, Y who was a premium player of the casino withdrew money comprising the amount of the deposit from Y’s deposit account with the casino operator of the casino and gave the money to X;
immediately after Y withdrew the money, the credit balance in Y’s deposit account was less than the minimum balance;
the aggregate amount of the wagers made by Y participating in casino gambling in the casino during the period —
starting on the date when Y last qualified, or remained qualified, as a premium player under regulation 3B or 3C(1), (2), (4) or (5), or regulation 3 or 4(1), (2), (3) or (4) (as in force immediately before 21 September 2026); and
ending at the time Y gave the money to X,was less than 90% of the amount of the money given by Y to X.
The disqualification mentioned in paragraph (1) takes effect at the time when the patron (X) makes the deposit mentioned in that paragraph.
The casino operator must close the deposit account of a patron who is disqualified as a premium player of the casino under paragraph (1).
To avoid doubt, paragraph (4) does not stop —
the casino operator from establishing another deposit account for the patron under regulation 2B; or
the patron from qualifying again as a premium player of that casino under regulation 3B,after the patron’s deposit account has been closed in accordance with paragraph (4).
Where any credit is provided by a casino operator to a patron who has been disqualified as a premium player of the casino under paragraph (1) after the patron is so disqualified and (if applicable) before the patron qualifies again as a premium player of that casino under regulation 3B, the amount of credit provided is recoverable by the casino operator as a debt due to the casino operator.”.
