Section 74
(1)
The manager of an appointed approved school or approved home may make rules not repugnant to this Act for the regulation and management of the institution under his charge.
(2)
No such rules shall be enforced until they have been approved by the Minister.
(3)
Rules so approved shall not be altered without the like approval.
