Restrictions on removal of tobacco
No licensed tobacco manufacturer shall, without the permission in writing of a proper officer of customs, allow any manufactured or unmanufactured tobacco of any description, except tobacco manufactured in his factory, to be removed from his licensed premises or from his custody or possession.
