14. Penalties

Without prejudice to the right of the Authority to exercise its powers under regulation 10, any licensee who —
(a)
contravenes regulation 8(1)(b), (c), (d) or (e) or (3); or
(b)
fails to deliver any licence to the Authority as required under regulation 12, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.
