Thorough examination and inspection
Where any work involving lifting operations is carried out in a shipyard or on board a ship in a harbour, it shall be the duty of the responsible person to ensure that, before any crane, employee’s lift or material handling machinery is put into service for the first time in the shipyard or on board the ship in the harbour —
(a)
it has been thoroughly examined and inspected by a competent person; and
(b)
in the case of a crane or an employee’s lift, such examination and inspection is conducted by an authorised examiner.
