Application by or on behalf of person below 21 years of age

Section 160
An application that could otherwise be made by a person under this Part may, if the person is below 21 years of age, be made —
(a)
by the person, with the permission of the Council, if the person is at least 16 years of age; or
(b)
on behalf of the person by —
(i)
a parent or guardian of the person; or
(ii)
with the permission of the Council, any other family member or other relative of the person.
