Regulation 103

The Director-General may withhold his or her sanction to any application if he or she is satisfied that the school in respect of which the application is made is run for the profit either of the managers or of the teachers or of any other person, or when it appears to the Director‑General that the finances of the school are not being properly administered or the school efficiently managed or where the Director‑General considers that the persons in charge of the subscription are unsuitable or the estimated expenses unreasonable, or the object for which the subscription is to be raised is prejudicial to the interests of the pupils of the school or of the public generally.
