No double discounting
Where any chargeable consent given in relation to a development or a subdivision of any land is a temporary written permission, and the land is the subject of a State title that is none of those mentioned in regulation 15(1)(a), (b) and (c), the amount of land betterment charge payable under the Act in respect of the chargeable consent is ascertained by the steps in regulation 14(a), (b) and (c) only.
