Special pass
Subregulation 1
A special pass, other than a special pass issued under section 6A of the Act, may be issued by the Controller to any person if the Controller considers the issue of such a pass desirable —
in order to afford an opportunity of making enquiry for the purpose of determining whether that person is entitled to enter Singapore under the provisions of the Act or of these Regulations or whether that person is a prohibited immigrant; or

Subregulation 2
The validity period specified for a special pass when the pass is issued under paragraph (1) (not including any extension of the validity period of the pass under regulation 8B(1)(b)) must not exceed one month.
Subregulation 3
If the validity period of a special pass is extended under regulation 8B(1)(b), any extension of the validity period of the pass, aggregated with all earlier extensions of the validity period of the pass, must not exceed one month, unless the Controller is of the opinion that there are special circumstances which justify the extension.

Subregulation 4
The Controller may, at any time, cancel a special pass.
Subregulation 5
Where a special pass is to be issued, the applicant shall, if so required, furnish to the Controller 2 recent photographs of himself.
