Sections 22 and 22A of Act — particulars of crew and passengers of vessel
Subregulation 1
For the purposes of sections 22(1)(a) and 22A(1)(a) of the Act, the particulars of the crew who are or will be on board the vessel at the time of its arrival or at the time of its departure, as the case may be, shall —
be the particulars of each member of the crew in relation to the vessel on which the member is or will be on as specified in Part I of the Third Schedule, in the format specified therein or any other format; and
be furnished, together with the name of the master, operator, owner, agent or charterer furnishing the above particulars —
in the case of arrival of the vessel at any authorised landing place in Singapore —
if the vessel is a cruise ship — within 72 hours (but not later than 6 hours) before the estimated time of its arrival;
if the vessel is a passenger ferry — at least 30 minutes before the estimated time of its arrival; or
if the vessel is not a cruise ship or a passenger ferry — within 72 hours (but not later than 30 minutes) before the estimated time of its arrival; and
in the case of departure of the vessel from any authorised departing place in Singapore —
if the vessel is a cruise ship — within 72 hours before the estimated time of its departure, but not later than the actual time of its departure;
if the vessel is a passenger ferry — within 90 minutes before the estimated time of its departure, but not later than the actual time of its departure; or
if the vessel is not a cruise ship or a passenger ferry — before the actual time of its departure.
Subregulation 2
For the purposes of sections 22(2)(a) and 22A(1)(b) and (c) of the Act, the particulars of the passengers who are or will be on board the vessel at the time of its arrival or at the time of its departure, as the case may be, shall —
be the particulars of each passenger in relation to the vessel on which the passenger is or will be on as specified in Part II of the Third Schedule, in the format specified therein or any other format; and
be furnished, together with the name of the master, operator, owner, agent or charterer furnishing the above particulars —
in the case of arrival of the vessel at any authorised landing place in Singapore —
if the vessel is a cruise ship — within 72 hours (but not later than 6 hours) before the estimated time of its arrival;
if the vessel is a passenger ferry — at least 30 minutes before the estimated time of its arrival; or
if the vessel is not a cruise ship or a passenger ferry — within 72 hours (but not later than 30 minutes) before the estimated time of its arrival; and
in the case of departure of the vessel from any authorised departing place in Singapore —
if the vessel is a cruise ship — within 72 hours before the estimated time of its departure, but not later than the actual time of its departure;
if the vessel is a passenger ferry — within 90 minutes before the estimated time of its departure, but not later than the actual time of its departure; or
if the vessel is not a cruise ship or a passenger ferry — before the actual time of its departure.
Subregulation 3
For the purposes of section 22(2)(b) of the Act, the particulars of the passengers disembarking in Singapore from a vessel or embarking from Singapore onto a vessel, as the case may be, shall —
be the particulars of each passenger in relation to the vessel as specified in Part III of the Third Schedule, in the format specified therein or any other format; and
be furnished, together with the name of the master, operator, owner, agent or charterer furnishing the above particulars —
in the case of passengers disembarking in Singapore from the vessel —
if the vessel is a cruise ship — within 72 hours (but not later than 6 hours) before the estimated time of its arrival at any authorised landing place in Singapore;
if the vessel is a passenger ferry — at least 30 minutes before the estimated time of its arrival at any authorised landing place in Singapore; or
if the vessel is not a cruise ship or a passenger ferry — within 72 hours (but not later than 30 minutes) before the estimated time of its arrival at any authorised landing place in Singapore; and
in the case of passengers embarking from Singapore onto the vessel —
if the vessel is a cruise ship — within 72 hours before the estimated time of its departure, but not later than the actual time of its departure, from any authorised departing place in Singapore;
if the vessel is a passenger ferry — within 90 minutes before the estimated time of its departure, but not later than the actual time of its departure, from any authorised departing place in Singapore; or
if the vessel is not a cruise ship or a passenger ferry — before the actual time of its departure from any authorised departing place in Singapore.
Subregulation 4
The evidence of identity of each member of the crew required to be furnished under section 22(1)(c) of the Act shall be in —
Form 23; or
the seaman’s book of that member.

In this regulation —
Definition
“cruise ship” has the meaning given by section 2 of the Singapore Tourism Board Act 1963;
Definition
“passenger ferry” means a vessel that is used for the transport of fare-paying passengers between a ferry terminal in Singapore and a ferry terminal outside Singapore.
