Sections 23 and 23AA of Act — particulars of crew and passengers of aircraft
Subregulation 1
For the purposes of section 23(1)(a), (b) and (c) of the Act, the captain, operator, owner, agent or charterer of an aircraft arriving at any airport in Singapore must, upon the arrival of the aircraft at the airport —
provide the particulars of each passenger who is on board the aircraft at the time of its arrival at the airport in Singapore in accordance with Annex 9 to the Chicago Convention; and
provide the particulars of each member of the crew who is on board the aircraft at the time of its arrival at any airport in Singapore in accordance with Annex 9 to the Chicago Convention.
Subregulation 2
For the purposes of section 23(1)(a), (b) and (c) of the Act, the captain, operator, owner, agent or charterer of an aircraft due to leave any airport in Singapore must —
for each passenger who is or will be on board the aircraft — provide the particulars specified in paragraphs 1 and 2(a), (k) and (l) of Part 1 of the Fourth Schedule, within 72 hours before the scheduled departure of the aircraft from the airport;
for each passenger who is or will be on board the aircraft — provide the particulars specified in paragraphs 1 and 2(a) to (h) of Part 1 of the Fourth Schedule immediately before the passenger completes the check-in (via any facility provided by the operator, owner, agent or charterer) for the aircraft;
for each passenger who is on board the aircraft immediately before the aircraft leaves the airport — provide the particulars specified in paragraphs 1 and 2(a) to (j), (ka), (kb) and (kc) of Part 1 of the Fourth Schedule immediately before the aircraft leaves the airport;
for each member of the crew who is or will be on board the aircraft — provide the particulars specified in paragraphs 1 and 2(a) to (h) of Part 2 of the Fourth Schedule not later than 2 hours before the scheduled departure of the aircraft from the airport; and
for each member of the crew who is on board the aircraft immediately before the aircraft leaves the airport — provide the particulars specified in paragraphs 1 and 2 of Part 2 of the Fourth Schedule immediately before the aircraft leaves the airport.
Subregulation 3
For the purposes of section 23AA(1)(a) of the Act, the captain, operator, owner, agent or charterer of an aircraft which is due to arrive at any airport in Singapore must, for each member of the crew who is or will be on board the aircraft —
provide the particulars specified in paragraphs 1 and 2(a) to (h) of Part 3 of the Fourth Schedule not later than 2 hours before the scheduled departure of the aircraft from an airport outside Singapore being the last airport that the aircraft departs from before arriving in Singapore; and
provide the particulars specified in paragraphs 1 and 2 of Part 3 of the Fourth Schedule immediately before the aircraft departs from an airport outside Singapore being the last airport that the aircraft departs from before arriving in Singapore.
Subregulation 4
For the purposes of section 23AA(1)(b) and (c) of the Act, the captain, operator, owner, agent or charterer of an aircraft which is due to arrive at any airport in Singapore must, for each passenger who is or will be on board the aircraft —
provide the particulars specified in paragraphs 1 and 2(a), (l) and (m) of Part 4 of the Fourth Schedule within 72 hours before the scheduled departure of the aircraft from an airport outside Singapore being the last airport that the aircraft departs from before arriving in Singapore;
provide the particulars specified in paragraphs 1 and 2(a) to (h) of Part 4 of the Fourth Schedule immediately before the passenger completes the check-in (via any facility provided by the operator, owner, agent or charterer) for the aircraft; and
provide the particulars specified in paragraphs 1 and 2(a) to (k) and (la), (lb) and (lc) of Part 4 of the Fourth Schedule immediately before the aircraft departs from an airport outside Singapore being the last airport that the aircraft departs from before arriving in Singapore.

Definition
“Chicago Convention” means —
the Convention on International Civil Aviation done at Chicago on 7th December 1944;
the Protocols amending that Convention which Singapore ratifies; and
the Annexes to that Convention relating to international standards and recommended practices, being Annexes adopted in accordance with that Convention.
