47. Owner, master or crew of vessel not to be exonerated for neglect

Nothing in this Part shall exonerate any vessel or the owner, master, or crew thereof from the consequence of any neglect to carry lights or exhibit shapes, to keep a proper look-out or to take any precaution that may be required by the ordinary practice of seamen or by the special circumstances of the case.
