Part I
Citation
These Regulations may be cited as the Singapore Sports Council (Hiring of Sports Facilities) Regulations.
Definitions
In these Regulations, unless the context otherwise requires —“court” means a tennis, squash, badminton or netball court managed and maintained by the Council;“hirer” means a person who has obtained the permission of the Council to use a stadium, a swimming pool, a court or any other sports facility managed and maintained by the Council;“premises” means a stadium or any other sports facility managed and maintained by the Council or any premises within which a swimming pool is situated;“stadium” includes the National Stadium, the Jalan Besar Stadium, the Farrer Park Athletic Centre, the Singapore Badminton Hall and any other stadium or sports complex and their precincts which are managed and maintained by the Council;“swimming pool” means a swimming pool, swimming lagoon or swimming complex managed and maintained by the Council.

“hirer” means a person who has obtained the permission of the Council to use a stadium, a swimming pool, a court or any other sports facility managed and maintained by the Council;
“premises” means a stadium or any other sports facility managed and maintained by the Council or any premises within which a swimming pool is situated;
“stadium” includes the National Stadium, the Jalan Besar Stadium, the Farrer Park Athletic Centre, the Singapore Badminton Hall and any other stadium or sports complex and their precincts which are managed and maintained by the Council;
“swimming pool” means a swimming pool, swimming lagoon or swimming complex managed and maintained by the Council.
Part V
Definitions
In this Part —“premises” means any premises in which a swimming pool is situated.“smoking” means inhaling and expelling the smoke of tobacco or any other substance, and includes the holding of any cigar, cigarette, pipe or any other form of tobacco product which is alight or emitting smoke.

Supervisor
The Council shall appoint a supervisor to manage and control any premises.
Tickets
No person shall enter any premises unless he has a ticket issued for such purpose by the supervisor of the premises or a person authorised by the supervisor in that behalf.
The supervisor may deny a person entry to the premises if —
the person does not have a valid ticket issued for that purpose; or
the supervisor considers that such entry is prejudicial to the safety or good order of the premises or of the persons in the premises.
Liability
A person who enters into or uses a swimming pool shall do so at his own risk.
Footwear
No shoes or other footwear shall be worn by a person on the deck of a swimming pool or in any premises if the wearing of shoes or footwear therein is prohibited as indicated on a signboard.
Proper attire
Every person who enters a swimming pool shall wear a proper swimming costume.
The swimming costume shall not be transparent and shall be made of a material which is colour-fast.
Improper swimming costume
The supervisor of any premises may prohibit a person therein from using a swimming costume which is, in the opinion of the supervisor, improper or may cause embarrassment to any other person.
Crowding
Where the supervisor of the premises is of the opinion that there are too many bathers therein, he may temporarily deny all further admittance into the premises until he is of the opinion that the swimming pool is no longer overcrowded.
Care of premises
Every person admitted to any premises shall —
keep every bathroom, lavatory, water-closet and other property installed in the premises in a clean condition;
exercise reasonable care in the use of such property; and
not break, damage or interfere with the proper and efficient function of any lock, valve, pipe, apparatus and machinery installed in the premises.
Proper behaviour
No person shall enter or attempt to enter a bathroom, lavatory, water-closet or compartment which is being used by another person in any premises; or interfere with the latter's use thereof or, by any noisy, disorderly or improper conduct, disturb or interrupt such other person in the use of any of the facilities of the premises.
Age limit for conveniences
No person shall enter or use a bathroom, lavatory, water-closet, compartment or any premises which is designated for the use of the opposite sex unless such person —
is below 6 years of age; and
is accompanied by a parent of the opposite sex.
Swimming pool to be kept clean
No person shall cause the water in a swimming pool to be turbid or unfit for use by using any soap or other substance in the swimming pool, or otherwise foul or pollute the swimming pool.
Unhealthy conditions
No person who is, in the opinion of the supervisor of the premises, in a verminous condition or is suffering from any cutaneous, infectious or contagious disease shall use a swimming pool.
Foot-baths
A bather shall, before entering a swimming pool in any premises, use a foot-bath provided in the premises.
Showers
A bather shall take a shower before entering a swimming pool for the first time.
Paragraph (1) shall not apply to a swimming lagoon.
No spitting
No person shall spit within any premises.
Intoxicating liquor
No person shall bring intoxicating liquor into any premises or enter or remain in a part thereof while in a state of intoxication.
Misuse of children’s play equipment
No adult shall use any swing, seesaw, slide or other equipment which is provided in any premises for the amusement of children.
The supervisor of the premises may in his discretion prohibit a child from using any such equipment.
Children to be accompanied by adults
A child under 5 years of age shall, when entering any premises, be accompanied by an adult who shall be responsible for the child’s safety within the premises.
Swimming aids
No person may use any floating or swimming equipment or device in a swimming pool without the permission of the supervisor thereof who may decide on the number and type of the equipment or device which may be brought into the swimming pool.
Restriction on consumption of food and drink
No food or drink shall be consumed in any premises or part thereof except at any canteen or other place appointed for the purpose by the supervisor.
Smoking prohibited in all premises
Smoking shall not be permitted in any premises or part thereof.
No animals etc., on premises
No animal, bird, reptile or insect shall be brought into any premises.
Closure of pools
The supervisor of the premises may at any time close the swimming pool without notice.
Supervisor’s orders
An order given under these Regulations by the supervisor of any premises shall be promptly obeyed.
Refunds
No refund of any fee paid for admission to any premises shall be made to a person who contravenes or fails to comply with any of the provisions of these Regulations and is ordered to leave the premises by the supervisor.
Applications for hire
All applications for the hire of a stadium, court or swimming pool shall be made in such form as the Council may require and shall be submitted to the Council at its office at the National Stadium.
Determination of application
The Council may in its discretion approve or refuse an application for the hire of a stadium, court or swimming pool.
The Council may at any time cancel the hire of a stadium, court or swimming pool and in such event the Council shall not be liable to the hirer except for the return of any fee paid by him for the hire.
Fee
Unless the Council otherwise directs, a hirer shall pay the fee chargeable for the hire of a stadium, court or swimming pool within one week of the notification by the Council that his application has been accepted.
The fee shall be forfeited if the hirer subsequently cancels his booking of the stadium, court or swimming pool.
Security for payment
The Council may allow any payment of hiring charges or fees to be deferred if the hirer provides such security for the payment as the Council thinks fit.
If such security is not provided within the time specified by the Council, it may cancel the booking.
Hirer not to levy charges without permission
The hirer of a stadium, court or swimming pool shall not levy any charges for admission thereto without the prior permission of the Council.
Where the Council permits the hirer to levy charges for admission to the stadium, court or swimming pool, the Council may impose such conditions as it thinks fit.
Unless the Council otherwise directs, all admission charges shall be collected by officers appointed for that purpose by the Council and shall be deposited into its account in such bank as it may direct.
The Council may deduct from the admission charges collected all sums due to the Council and shall pay the balance to the hirer within 21 days of the collection.
A hirer shall not sublet any stadium, court or swimming pool.
Advertising rights
When a stadium, court or swimming pool is hired to any person, the Council shall retain all advertising rights in the hired premises and the right to broadcast, telecast and film any event taking place therein.
The Council may, on the application of a hirer and upon payment of such fee as the Council may determine, grant him permission to put up banners in the hired premises to announce an event.
The Council may, in its discretion and on the application of the hirer, permit him or his nominee —
to broadcast, telecast or film any event taking place in the hired premises; and
to advertise in those premises.
The Council may impose such conditions as it thinks fit in permitting the hirer or his nominee to broadcast, telecast or film any event in the hired premises or to advertise therein.
Care of hired premises
The hirer of any premises shall take good care of and shall not cause any damage or permit any damage to be caused to the premises or any part thereof or to any fitting, equipment or other property therein.
The hirer shall pay for any damage (including any accidental damage) to the premises caused by any act or neglect of himself, his employees, agents or any person resorting to the premises by reason of their use by the hirer.
Council not liable for damage, theft, etc.
The Council shall not be liable for any damage, destruction, theft or loss of any property or goods, brought into or left in any premises by the hirer thereof or any other person, or left or deposited with any officer or employee of the Council for safe-keeping.
The Council shall not be liable for any loss due to any breakdown of machinery, failure of supply of electricity, leakage of water, fire, Governmental restriction or act of God which may cause any premises, to be closed or the hire thereof to be interrupted or cancelled.
Council not liable for death, etc.
The Council shall not be liable for any loss of life or property or any damage or injury suffered by the hirer of any premises or any other person by reason of the use of the premises.
Insurance policy
The hirer of any premises shall if so required by the Council take out a policy of insurance in the joint names of the Council and the hirer indemnifying the Council and the hirer against all claims and liabilities in respect of any injury, damage or loss which may be suffered by any person by reason of the use of the premises.
Persons authorised to enter
Any officer of the Council, and any police officer, on duty may enter any premises during the hire thereof.
Hirer to comply with Council’s officers requirements
The hirer of any premises, his employees, agents, invitees and licensees shall, during the hire and during such other time as he or any of them may be in the premises for the purpose of the hire, comply with every reasonable requirement of a Council’s officer.
Protection of flora, etc.
No person shall damage any tree or plant or pluck any flower or leaf therefrom or cause damage to any other property in any premises.
Proper behaviour
No person shall use indecent or offensive language or behave in any indecent, offensive, disorderly or improper manner or interfere in any way with the proper execution of the duties of an officer or employee of the Council in any premises.
Council’s power to evict, exclude, etc.
The Council may order a person who commits a breach of these Regulations to leave any premises, and that person shall forthwith comply with such order.
The Council or any of its officers or employees may remove or otherwise exclude from the premises any person whose presence is considered by the Council, officer or employee to be undesirable.
A person who fails to comply with an order given under paragraph (1) or obstructs the Council or any of its officers or employees from exercising any power conferred upon the Council, officer or employee by this regulation shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $200.
Excluded areas
Unless the Council otherwise directs, the hire of the National Stadium shall not include the following areas:
the V.I.P. Box;
the V.I.P. Lounge;
the V.I.P. Lobby; and
the Grandstand Balcony.
The Council may in its discretion permit a hirer of the National Stadium to invite or permit a fixed number of patrons to witness any meeting, match or other event arranged by the hirer at the National Stadium, and to use any of the areas specified in paragraph (1).
Age limit
The hirer of a stadium shall not permit any child under 12 years of age to enter the arena of the stadium unless the child is accompanied by an adult.
Proper attire for synthetic track
The hirer of a stadium shall ensure that every person using any synthetic athletic track in the stadium shall wear rubber-soled shoes or proper track shoes with spikes of not more than 6 millimetres in length.
Damage to track surface
No person shall make any starting hole in the athletic track of a stadium where the track surface is synthetic or alter the layout of the field in the stadium.
Compliance with IAAF rules
The hirer of a stadium shall ensure that every person using any athletic track in the stadium shall comply with the rules of the International Amateur Athletic Federation relating to field events, both in practice and in competition.
Proper location for certain events
High jumping, long or triple jumping or pole vaulting shall be allowed in a stadium only at a pit provided for that purpose.
No hammer throwing without approval
Hammer throwing in a stadium shall not be permitted unless the prior written approval of the Council has been obtained and such approval may be given only for the final of an athletic competition where the competitors do not exceed 8 in number.
Shot putting
Shot putting shall be allowed in a stadium only in the area provided for that purpose.
No cycling on synthetic track
Cycling in a stadium or on any track therein shall be prohibited where the surface is synthetic.
Power of officer of Council to prevent damage
An officer of the Council who is on duty may stop any practice in a stadium or restrict the practice to any field or part of the track enclosure of the stadium if, in his opinion, damage would otherwise be occasioned to any track or turf in the stadium.
Booking of tennis, etc., courts
The booking of tennis, squash, badminton and netball courts shall be made in accordance with such arrangements and under such conditions as the Council may introduce or impose from time to time.
The Council may in its discretion reject any application for the booking of a court.
Allocation of courts
A court shall be allocated in accordance with such system of allocation as the Council may adopt from time to time.
Payment for use of court
The payment of the charges levied for the use of a court shall be made before the court is used and, if payment is not received within such time as the Council may determine, an officer of the Council who is in charge of the court may cancel the booking and allocate the court to another person.
Cancellation of booking
The Council may in its discretion cancel any booking of a court and in such event the Council shall not be liable to the person who booked the court except for the return of any booking fee paid by him.
Where the Council has cancelled the booking of a court by a person who has paid a fee in advance, the Council may, instead of refunding the fee, allocate the court to him at the same time on the same day of the following week.
Non-user due to bad weather
Where a court is not used because of bad weather, the Council may allow the person who has paid the fee for the court to use it at the same time on the same day of the following week.
Suitable attire
Every person using a court shall wear a suitable attire including flat rubber-soled shoes.
