Amendment of section 2
of Civil Defence Shelter and Fire Safety (Miscellaneous Amendments) Bill
In the Fire Safety Act 1993 (called in this Part the FS Act), in section 2(1) —
after the definition of “Commissioner”, insert —“ “Enterprise Singapore Board” means the Enterprise Singapore Board established by section 3 of the Enterprise Singapore Board Act 2018;“external fire safety measure” —
means any fire safety measure that is installed or kept on the exterior of or outside a building; but(b)does not include any access road, accessway or other installation that is provided, used or designed to be used for the purpose of providing access to a building in order to extinguish, attack, prevent or limit a fire in or at the building;”;
in the definition of “fire hazard”, after paragraph (b), insert —“(ba)the obstruction of any access road, accessway or other installation that is provided, used or designed to be used for the purpose of providing access to a building in order to extinguish, attack, prevent or limit a fire in or at the building;
(bb)the obstruction of or any interference with the normal operation of any fire safety measure in a building such as might prevent or impede the timely and effective use of the fire safety measure;
(bc)the obstruction of or any interference with the normal operation of any external fire safety measure such as might prevent or impede the timely and effective use of the external fire safety measure;”;
in the definition of “fire safety measures”, replace “or works” with “, works, road or other thing provided,”;
in the definition of “fire safety measures”, after paragraph (e), insert — “Illustration An access road or accessway that is provided, used or designed to be used to provide access to any premises or place for the purpose of extinguishing, attacking, preventing or limiting a fire is a fire safety measure.”; and
in the definition of “owner”, in paragraph (d), after “fire safety measure is”, insert “provided,”.
