Subregulation 2
No pay leave may be granted otherwise than with the prior approval of the Commissioner or a Deputy Commissioner only where the officer authorised to grant such leave is satisfied that the officer concerned has over-stayed a period of leave or absented himself from duty unavoidably and by reason of circumstances beyond his control.
