Regulation 24A

where the event or organised activity takes place during hours of darkness, the following are visibly lit during those hours of darkness:

any pontoon used for the event or organised activity;

any buoy used for the event or organised activity;

any area designated by the authorised officer for the event or organised activity;

the event or organised activity, and any related activities, are held within the areas in the reservoir or waterway that are designated for the event or organised activity;

any pontoon or buoy used for the event or organised activity does not become a hazard to the navigation of vessels;

adequate measures are undertaken to ensure the safety of persons participating in the event or organised activity and the general public;

the carrying out of the event or organised activity is suspended and no person involved in the event or organised activity enters into or remains in the reservoir or waterway, if —

there is any inclement weather leading to poor visibility;

a lightning or heavy rain alert is issued by the National Environment Agency’s Meteorological Service Singapore in respect of the areas in the reservoir or waterway that are designated for the event or organised activity; or

the authorised officer in his discretion deems that conditions are unsafe for the carrying out of the event or organised activity;

the authorised officer is notified in accordance with paragraph (2) if any incident occurs during the event or organised activity that —

endangers or harms human life, or injures any person;

destroys or damages the property of the Board or any property under the management or control of the Board; or

pollutes the water in the reservoir or waterway;

there is in force a policy of insurance insuring the organiser of the event or organised activity against —

any liability which may be incurred by the organiser in respect of the death of, or bodily injury sustained by, any person caused by, or arising out of, the event or organised activity;

any liability which may be incurred by the organiser in respect of any loss of, or damage to, property belonging to any third party caused by, arising out of, or in connection with the event or organised activity; and

any pollution damage and costs of preventing or reducing damage resulting from the discharge or escape of any pollutant arising out of or in connection with the event or organised activity.

inform an authorised officer of the incident, by the most direct means —

within one hour of the person becoming aware of the incident — if the incident involves any spillage of oil or other pollutants into the reservoir or waterway; or

within 2 hours of the person becoming aware of the incident — if the incident does not involve any spillage of oil or other pollutants into the reservoir or waterway; and

submit to the authorised officer mentioned in sub-paragraph (a) a written report on the incident in the form required by the authorised officer, within 7 days after the day on which the person becomes aware that the incident has occurred.
