Regulation 34
Application of Endowment Fund to assist pupils under Community Education Award Scheme
Subregulation 1
Subject to paragraphs (2) and (3), where the Citizens’ Consultative Committee of any constituency or division of a group representation constituency has established a bursary for the purpose of providing financial assistance to pupils who —
reside in that constituency or division;
are in need of financial assistance for their education; and
do not qualify for any scholarship, bursary or award established under regulation 4(1),the income of the Endowment Fund may be paid out and expended, under section 6(1)(d) of the Act, for the provision of contributions to the bursary established by the Citizens’ Consultative Committee.
Subregulation 2
The total amount to be paid out under paragraph (1) from the income of the Endowment Fund to the Citizens’ Consultative Committee of any constituency or division of a group representation constituency in any financial year of the Endowment Fund commencing after 1 November 2015 —
must not exceed 15% of the amount of the Edusave Merit Bursaries awarded in that financial year; but(b)subject to sub‑paragraph (a), is to be determined by the Minister.
Subregulation 3
The total amount to be paid out under paragraph (1) from the income of the Endowment Fund to the Citizens’ Consultative Committee of any constituency or division of a group representation constituency in the period commencing on 1 November 2015 and ending on 31 March 2016 —
must not exceed 15% of the amount of the Edusave Merit Bursaries awarded in that period; but(b)subject to sub‑paragraph (a), is to be determined by the Minister.
