Pupils eligible for Edusave Good Progress Awards

Subject to paragraphs (2) and (3), a pupil shall be eligible for the Edusave Good Progress Award in any academic year if he —

(a)

is —

(i)

a pupil (other than a relevant pupil) enrolled in any Government school, Government‑aided school, independent school, Government junior college, Government‑aided junior college or specified educational institution;

(ia)a relevant pupil; or

(ii)

a full‑time pupil of any polytechnic or the Institute of Technical Education;

(b)

is a citizen of Singapore;

(ba)is not the holder of any other academic award in that academic year;

(c)

being a pupil mentioned in sub-paragraph (a)(i) —

(i)

has attained at least a good grade for conduct in that academic year; and

(ii)

has demonstrated a substantial improvement, as determined by the educational institution in which he is enrolled, in the relevant assessments;

(ca)being a relevant pupil —

(i)

has attained at least a good grade for conduct in that academic year; and

(ii)

has demonstrated a substantial improvement in the relevant pupil’s attitudes, traits and behaviours towards learning during that academic year, as determined by the Government primary school or Government‑aided primary school the relevant pupil is enrolled in; and

(d)

being a pupil mentioned in sub-paragraph (a)(ii) —

(i)

has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil; and

(ii)

has demonstrated a substantial improvement, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil, in the relevant assessments.

Despite paragraph (1), the following pupils will not be eligible for an Edusave Good Progress Award:

(a)

in the case of a pupil mentioned in paragraph (1)(a)(i) —

(i)

a pupil who, in the previous academic year, was not a pupil of the educational institution (excluding a pupil enrolled at the secondary one level or pre university one level at the educational institution);

(ii)

a pupil in primary one;

(iii)

a pupil who failed to progress to the next level of studies from the previous academic year; or

(iv)

a pupil who, in the previous academic year, was studying in a different course;

(aa)[Deleted by S 790/2022 wef 07/10/2022](b)in the case of a pupil of a polytechnic —

(i)

a pupil who, in the previous academic year, was not a full‑time pupil of the polytechnic;

(ii)

a pupil who is studying in the first academic year of his course, in the polytechnic; or

(iii)

a pupil who failed to progress to the next level of studies from the previous academic year;

(c)

in the case of a pupil of the Institute of Technical Education —

(i)

a pupil who, in the previous academic year, was not a full-time pupil of the Institute of Technical Education (excluding a pupil who is studying in the first academic year of his Nitec course or Higher Nitec course); or

(ii)

a pupil who failed to progress to the next level of studies from the previous academic year.

Subregulation 3

Notwithstanding paragraph (1), a pupil who —

(a)

is enrolled in an integrated programme in a secondary school or junior college; and

(b)

is undergoing secondary education in that secondary school or junior college,will not be eligible for an Edusave Good Progress Award in the first academic year that he is enrolled in the integrated programme, unless the principal of that secondary school or junior college determines, in accordance with such guidelines as the Minister may issue, that there is an appropriate basis for comparing the pupil’s rankings in the relevant assessments conducted in that academic year and the previous academic year.

Despite paragraph (1), the Edusave Good Progress Award may be awarded to not more than 10% of the relevant pupils enrolled in a Government primary school or Government‑aided primary school in each relevant level in an academic year.

In this regulation —

Definition

“Higher Nitec course” means a course conducted by the Institute of Technical Education for the award of a Higher National Institute of Technical Education Certificate;

“Nitec course” means a course conducted by the Institute of Technical Education for the award of a National Institute of Technical Education Certificate;

“relevant level”, in relation to a relevant pupil, means primary two or primary three, as the case may be;

Definition

“relevant pupil” means a pupil who is enrolled in a Government primary school or Government‑aided primary school —

(a)

in primary two in the academic year 2019 or later; or

(b)

in primary three in the academic year 2020 or later.
