Permit required for vessel in reservoir or waterway

Subregulation 1

No person shall operate, have conduct of, place or berth any vessel in a reservoir or waterway, except under and in accordance with a valid vessel permit granted by an authorised officer and any condition imposed in connection therewith.

Paragraph (1) does not apply in respect of —

(a)

a power-driven vessel that —

(i)

is operated under the authority of the Singapore Armed Forces, Singapore Police Force or Singapore Civil Defence Force; and

(ii)

is used for —

(A)

the operational purposes of the Singapore Armed Forces, Singapore Police Force or Singapore Civil Defence Force; or

(B)

the conduct of public events of national significance; or

(b)

a non-power-driven vessel that is used —

(i)

to prepare for or for any event approved under regulation 24;

(ii)

within the area designated for that event; and

(iii)

during the period specified by an authorised officer in connection with the approval granted under regulation 24, during which the vessel may be used in the reservoir or waterway.

Every application for a vessel permit shall be made in such form and manner as the Board may determine and shall be accompanied by ––

(a)

a description of each type of vessel in respect of which the permit is sought;

(b)

the number of vessels in respect of which the permit is sought;

(c)

the activity for which each vessel is to be used in the reservoir or waterway;

(d)

any identification number or mark carried by each vessel; and

(e)

the name and such other details as the authorised officer may require of the owner of the vessel or vessels and, if the owner is not the operator, of the operator of the vessel or vessels.

A vessel permit may ––

(a)

be granted to a single owner or operator in respect of one or more vessels;

(b)

specify one or more reservoirs or waterways in which the vessel or vessels may operate; and

(c)

be subject to such conditions as may be stated therein.

A vessel permit ––

(a)

shall be in such form as the Board may determine;

(b)

shall be valid for the period and the purposes stated therein unless it is sooner revoked under these Regulations; and

(c)

may be renewed upon its expiry.

An authorised officer may at any time add to, cancel or vary any of the conditions of the permit that he thinks fit.
